The California Rush Open Soccer Tournament will be played in accordance with
US Club Soccer and FIFA rules and regulations except as modified by the following changes and additions:
 
ALL games will be considered final and protests WILL NOT be accepted.
 

 

 

GUEST PLAYER POLICY

Teams may register a maximum of eighteen (18) players. A team may use up to five (5) guest players but is still limited to the eighteen players. Guest players must have proper credentials; a laminated US Club player pass and a US Club Medical Release form.

 

 

GAME CHECK IN
All teams should look to check in at least 30 minutes prior to the scheduled start time of each game in order to be checked in by the Field Marshal.  The Field Marshal will check player passes and collect the game cards.  The Referee will check the player’s equipment and give any instructions deemed necessary prior to the start of the match.

The Referee will start the game on time.  If a team has not taken the field with a minimum of 7 players within five (5) minute grace period, the game will be forfeited to the opposing team as long as it has at least 7 players in attendance.  If neither team take the field within the five-minute grace period, no points will be awarded to either team.

 

 

GAME CARDS

Game cards MUST be completed at the official team check-in. Game cards will be given to the referees at the beginning of each match.  At the conclusion of the match, check with the Referee to make sure the card is correct.  The field Marshal will collect the card and return it to the Tournament Headquarters after the game.  Both coaches and/or team representative must sign the game card prior to the game.

 

 

HOME TEAM
The team listed first on the game schedule will be designated the Home Team during the preliminary matches.  The team with the highest point total shall be the Home Team in the Championship or Consolation matches.
 
The Home Team shall have its choice of sides of the field, change jerseys in case of a color conflict, and provide the game ball if one is not provided.  The referee may choose to use a ball provided by the visiting team if the ball provided by the home team is inadequate.

 

 

LENGTH OF GAMES

All ties will stand during the preliminary games.  If a championship/consolation game is tied at the end of regulation time, teams will follow with overtime periods played under Sudden Death (Golden Goal).

 

U12-14: Two (2) five (5) minute halves

U15-16: Two (2) ten (10) minute halves 

 

If no goals are scored during the 2nd sudden death period, then penalty kicks will be taken per FIFA rules to determine the winner.

 

 

SUBSTITUTIONS
Unlimited substitutions may be requested from the referee under the following conditions:

  • Prior to throw-in
  • Prior to a goal kick by either team
  • After a goal by either team
  • At the start of the second half
  • After an injury to a player from either team.

A player receiving a YELLOW CARD may be substituted at the time of the issuance and may return at the next substitute opportunity.  A player receiving a RED CARD shall not be replaced during the remainder of the game. 

 

 

SEND OFF
A player sent off (RED CARD), shall be automatically suspended for the next game.  A coach sent off (RED CARD) shall be automatically suspended for the next 2 games.  A send-off report will be completed by the referee and forwarded to the Tournament Director.  The Tournament Committee may impose additional disciplinary action.  A player or coach’s pass will be held until the suspension has been fulfilled. Additionally, and due to the severity of the actions causing the send off (violent conduct, serious foul, etc.), the Tournament Director may contact the players/coaches home club and district, requesting additional disciplinary actions. 

Please note that teams receiving multiple send-offs (RED CARDS) issued during the tournament may be disqualified from further tournament play at the Tournament Directors discretion.  Please discuss this with your players so that it is understood that good sportsmanship and fair play is a requirement of participation at this tournament. 

 

 

FLIGHTS
Teams will be placed in flights, depending on the number of teams in each age group.  Each team will play 3 preliminary games.  At the conclusion of the preliminary games, teams will advance to the championship and consolation games according to the rules below or if not in a Round Robin format.  In the case of a single flight (5 teams), the teams will play for the highest total points.
 
5 TEAM FLIGHTS:
Will consist of one (1) group of five. Teams will play for highest total points. There will be no Championship and/or Consolation game.
 
6 TEAM FLIGHTS:
Will consist of two (2) groups of six. Semifinal game winners will advance to Championship, semifinal game losers will move on to the Consolation game. See schedule for details on semifinals.
 
8 TEAM FLIGHTS:
Will consist of two (2) groups of four. Flight winners will advance to the Championship. Teams with 2nd highest total points in each flight will advance to the Consolation game.
 
10 TEAM FLIGHTS:
Will consist of two (2) groups of three, Brackets A & B and one (1) group of four, Bracket C. A & B will have a semifinal on Sunday, winner will advance to Championship and loser will move on to Consolation. Bracket C will be a round robin group, flight winner will advance to Finals and 2nd place team will move on to the Consolation game. Please see schedule for details
 
12 TEAM FLIGHTS:
Will consist of four (4) groups of three. Winners of each flight will advance to the semifinal games. Please see schedule for details.

 

 

GAME POINTS

  • 6 points for each WIN
  • 3 points for each TIE
  • 0 points for each LOSS
  • 1 point for each goal scored, up to a maximum of 3 points per game
  • 1 point for a shutout (including 0-0 ties)
  • 1 point will be deducted for each player RED CARD
  • 2 points will be deducted for each coach RED CARD

Maximum points for each game are 10.  Team winning by forfeit will be awarded 8 points.  Forfeiting team will receive 0 points.

 

 

TIE BREAKERS
In case of a tie after Win-Tie-Loss points are totaled the following applies in order until the tie is broken:

  • Head-to-Head results
  • Goal Differential (goals scored minus goals allowed to a maximum differential of 4 per game
  • Least goals allowed
  • Most goals scored to a maximum of 4 per game
  • Least number of Red Cards received
  • Pentaly Kicks per FIFA 

Should more than two teams be tied at the end of the preliminary round, the above list of tie breakers will be used in sequential order until one team is determined to be the winner.  The tie-breaking procedure does not revert back to previous tie-breaking criteria after one team has been eliminated.

 

 

FORFEITURES
Any team that is not ready to play (7 player minimum) before 5 minutes after the scheduled starting time will forfeit the game.

At his/her discretion, the referee may terminate a game and award forfeiture if:

  • A team leaves the field during play without the approval of the referee
  • A team is sent from the field by the referee for violent play
  • A team falls below 7 players on the field
  • Extreme bench area misconduct forces interruption of play
  • Alcoholic beverages are being consumed

All forfeitures will result in an official score of 1-0, regardless of the score prior to the forfeiture.  The winning team receives 8 points, and the forfeiting team receives 0 points.  However, if forfeiture adversely affects the final standings in a flight, the Tournament Committee may award equal (1-0) losses for all games played by the forfeiting team.

 

 

SPORTSMANSHIP/CONDUCT
Good sportsmanship shall prevail at all times.  Coaches are responsible for the conduct of their players, assistant coaches, team officials, parents, and spectators.  Bench areas shall be established on opposite touchlines.  Spectators, coaches and player not in play are required to remain outside the hash marks that are marked outside of the touchlines.  The use of offensive, insulting or abusive language will not be tolerated.  Alcoholic beverages and smoking are prohibited.  NO pets are allowed.

 

 

AWARDS
Awards will be handed out immediately following the conclusion of each championship and consolation game.  Awards will be presented to the players (maximum 18) on those teams in first, second and third place. Every player will receive a participation pin and a tournament program.

 

 

MEDICAL ASSISTANCE
Any injuries should be reported to the Field Marshal so that an Accident Report can be completed.  In the event of a serious injury, 911 will be called if requested by the parent, coach, or referee.  Tournament Headquarters shall be notified of any medical emergency.

 

 

REFUND POLICY
No refunds will be issued after 08/14/09.

 

 

OTHER SITUATIONS
The Tournament Committee will resolve any situations not explicitly covered by these rules.

 

 

INCLEMENT WEATHER OR ACT OF GOD
In the event of inclement weather, or act of God, once the games have begun, winners will be decided based on points earned up to that point, with any tie breakers being determined using the protocol outlined in the section entitled, “DETERMINING WINNERS”. In case of cancellation due to inclement weather, the tournament officials retain the right to keep up to one-third (1/3) of the team fee to cover expenses.  There will be no make-up games due to inclement weather.

In the case of extreme heat, the Tournament Director, along with the Referee Director may deem on a case-by-case basis that a three (3) minute water break is provided in the middle of each half. The time required for this break will be taken from playing time and each coach will be advised of this action, prior to the start of the game.
